- Norman John Bowers was born on July 5, 1891, in Alexandria, Virginia. (1) Bowers worked as a laborer for the Office of Public Buildings and Public Parks, and for a portion of his career, he was assigned to the White House Grounds. He appeared on First Lady Lou Hoover’s 1932 White House staff Christmas list, but may have worked there prior to or beyond that year. (2) He was later employed by the Federal Works Agency. (3) Bowers passed away on May 14, 1978, and was buried at Columbia Gardens Cemetery in Virginia. (4)
